Lagos to Enforce Mandatory Health Insurance by 2026, Ramps Up Tech and Outreach Initiatives

The Lagos State Government has announced its intention to fully enforce mandatory health insurance for all residents starting in early 2026, following the Executive Order signed by Governor Babajide Sanwo-Olu in July 2025.

 

Dr. Emmanuel Zamba, Permanent Secretary of the Lagos State Health Management Agency (LASHMA), disclosed this at the recent Ilera Eko Providers Forum held at the Lagos Sheraton Hotel, Ikeja. The forum brought together key players across the health insurance sector — including healthcare providers, HMOs, and technical partners — to review progress and chart the course for enhanced implementation.

 

The executive directive requires that residents show proof of enrolment in a health insurance scheme before accessing public health services, except in emergencies.

 

“We want all residents to be aware and onboard before enforcement begins,” said Dr. Zamba, urging citizens to view health insurance not as a burden, but as essential financial protection.

 

Zamba reassured the public that emergency cases will continue to receive prompt care without the need for prior health insurance documentation.

 

“No Lagosian will be denied urgent medical attention,” she added.

 

To combat fraud and enhance service delivery, LASHMA is partnering with the Lagos State Residents Registration Agency to deploy biometric card readers across healthcare facilities. This move aims to prevent impersonation and ensure only eligible enrollees access scheme benefits.

 

Dr. Zamba also highlighted strategic expansions under the Ilera Eko programme, including advancements in diagnostics, telemedicine, and virtual healthcare services. These innovations are intended to extend quality care to underserved and remote communities.

 

“Even if you don’t live near a hospital, you can dial our toll-free number or consult a doctor via our mobile app — available 24/7,” she explained.

“We’ve also set up virtual health booths in major marketplaces to provide instant consultation and health education services.”

 

The Ilera Eko Providers Forum has evolved into a key feedback mechanism for improving service delivery. LASHMA will now host quarterly engagement meetings to better respond to partner insights and challenges.

 

“This programme thrives on collaboration. We’re here to listen, engage, and evolve together,” Zamba stated.

 

Currently, the scheme boasts over 865 accredited providers, spanning primary healthcare centers, dental and eye care clinics, and community pharmacies. These providers have been repositioned as frontline enrollment officers, tasked with both delivering care and enrolling residents into the scheme.

 

To enhance capacity, over 400 providers have already received training through the newly launched Ilera Eko Academy — an initiative designed to equip healthcare workers with the tools to support enrollment and efficient scheme administration.

 

As Lagos State prepares to shift from voluntary to mandatory health insurance, authorities emphasize that inclusiveness, accessibility, and efficiency remain the core pillars of the initiative.
