“Under Obama and Biden, USAID was funding Boko Haram in Nigeria,” Perry stated during a public address, sparking widespread debate.
Boko Haram, a terrorist group responsible for numerous attacks in Nigeria, was designated as a terrorist organization by the U.S. Department of State in 2013.
