Trump Imposes 100% Tariff on Foreign Films, Cites National Security Threat

U.S. President Donald Trump announced on Sunday a 100% tariff on all foreign-produced movies entering the United States, asserting that America’s film industry is collapsing due to generous overseas incentives attracting U.S. filmmakers.

“This is a concerted effort by other Nations and, therefore, a National Security threat. It is, in addition to everything else, messaging and propaganda,” Trump wrote on Truth Social. He directed federal agencies, including the Department of Commerce, to begin enforcing the tariffs immediately. “WE WANT MOVIES MADE IN AMERICA, AGAIN!” he added.

Commerce Secretary Howard Lutnick later confirmed the move on X, stating, “We’re on it.” However, specific implementation details were not provided. It remains unclear whether the policy will affect foreign studios exclusively or also apply to U.S. companies producing films abroad.

Recent industry data underscores Trump’s concerns. According to FilmLA, a nonprofit organization monitoring film activity in Los Angeles, local movie and television production has declined by nearly 40% over the past decade. Meanwhile, countries around the world have introduced aggressive tax breaks and cash incentives to attract film projects and capture a share of the projected $248 billion global content production spend in 2025, according to Ampere Analysis.

This latest action continues Trump’s long-standing trade policy approach, including earlier tariffs that led to market disruption and fears of a recession during his previous term.

William Reinsch, a former senior Commerce Department official and now a fellow at the Center for Strategic and International Studies, warned of possible global backlash. “The retaliation will kill our industry. We have a lot more to lose than to gain,” he said. He also questioned the rationale behind invoking national security concerns, saying it would be difficult to justify such a case for movies.
