Adamawa State Governor, Ahmadu Umaru Fintiri, on Thursday, December 18, 2025, presented a proposed ₦583.33 billion Appropriation Bill for the 2026 fiscal year to the State House of Assembly, where lawmakers passed a vote of confidence in his administration.
The proposal, titled “Budget of Sustainable Growth and Economic Renewal,” is designed to consolidate infrastructure development, strengthen social services, deepen economic reforms, and sustain peace across the state. Fintiri said the budget followed extensive consultations with ministries, departments and agencies (MDAs), legislators, and other stakeholders, and aligns with his administration’s 8-Point Agenda and inclusive development framework.
According to the governor, the estimates are based on realistic revenue projections and current economic conditions, with spending priorities matched to the state’s fiscal capacity. Key focus areas include the completion of ongoing projects, new strategic infrastructure, education and healthcare investment, poverty and hunger reduction, and support for agriculture, commerce, and small and medium-scale enterprises.
Highlighting achievements, Fintiri said over 60,000 people had benefited from the Fintiri Business Wallet scheme, with an additional 100,000 beneficiaries set to receive ₦50,000 each from December 2025, a programme aimed at lifting many residents out of poverty.
On labour issues, he reiterated that Adamawa was the first state to implement the ₦70,000 minimum wage, adding that civil service reforms, digitisation, and the gradual rollout of e-government platforms were improving efficiency and accountability.
In education and health, the governor disclosed that 21 model and mega schools would begin academic activities in the first quarter of 2026, while cottage hospitals were operational and general hospitals undergoing upgrades. He also noted ongoing projects in water supply, markets, electricity, road construction, and the near-completion of the Yola ultramodern stadium.
Reviewing the 2025 budget, Fintiri said the approved estimate rose to ₦621.29 billion after a supplementary budget, with ₦235.34 billion generated as of September 30, 2025, representing 37.9 per cent of projected revenue, and ₦189.51 billion expended.
He added that the 2026 budget would maintain a strong capital expenditure focus, supported by fiscal discipline, IPSAS compliance, SABER reforms, and the introduction of e-budgeting. The governor also pledged to boost internally generated revenue while ensuring prudent, project-driven borrowing, reaffirming his commitment to peace, security, and collaboration with the legislature.
