Rivers State Governor, Siminalayi Fubara, on Monday swore in Benibo Anabraba as the new Secretary to the State Government (SSG), urging him to serve with integrity and avoid abusing his office.
The appointment is Fubara’s first major decision since his reinstatement following the end of the six-month emergency rule imposed by President Bola Tinubu on September 18.
Anabraba, a former Minority Leader in the Rivers State House of Assembly under the All Progressives Congress (APC), also served as Commissioner for Housing in Fubara’s administration. He was screened by the former factional Speaker of the State Assembly loyal to the governor, Victor Oko-Jumbo.
Speaking during the swearing-in, Fubara described the appointment as divinely ordained and charged Anabraba to uphold the honour and dignity of the office.
He said, “This position you just got can only be God’s doing. It’s an office of honour, and I want you to protect it with integrity. Perform your duties responsibly and leave the office with your name untarnished.”
The governor expressed confidence in Anabraba’s competence, citing his experience in both legislative and executive roles.
“I have no doubt in your ability to perform. You’ve been a legislator and a commissioner, and you’ve proven to be dedicated. This appointment is not a license to flaunt power but a call to serve,” Fubara cautioned.
He added that Rivers State was emerging from a turbulent political period and needed leaders who would rebuild public trust and sustain peace.
“We’re coming from a difficult place and must reassure our people that we mean well. Now that peace has returned, do your best to help us succeed,” he said.
Fubara’s reinstatement has triggered a wave of administrative restructuring as he reconstitutes his cabinet and consolidates control after months of political turmoil.
President Tinubu had declared a state of emergency in Rivers State on March 18, 2025, suspending Fubara, his deputy, and members of the House of Assembly due to the protracted crisis between Fubara and his predecessor, Nyesom Wike.
During the emergency period, retired Vice Admiral Ibok-Ete Ibas served as Sole Administrator, dissolving Fubara’s cabinet and suspending key officials.
Following the lifting of the emergency rule, the State Assembly urged Fubara to present a new list of commissioner-nominees and the 2025 budget for consideration.
