Early Life and Educational Foundation

Born on September 27, 1960, in Nko, Cross River State, Ibok-Ete Ekwe Ibas embarked on his educational journey at Nko Primary School and later completed his primary education at Big Qua Primary School in Calabar in 1971. He attended the prestigious Hope Waddell Training Institute from 1972 to 1976 and subsequently enrolled at the School of Basic Studies in Ogoja between 1977 and 1979.

Military Training and Academic Achievements

Ibas’s military career commenced on June 20, 1979, when he enlisted in the Nigerian Defence Academy as part of the 26th Regular Course, leading to his commission as a sub-lieutenant on January 1, 1983. His quest for knowledge saw him obtaining a master’s degree in Defence and Strategic Studies from Quaid-i-Azam University in Islamabad, Pakistan. He further enhanced his military expertise by attending various courses, including the Sub-Lieutenant Technical Course at INS Venduruthy, India, and the Primary Pilot Training at the 301 Primary Flying Training School, Nigerian Air Force Base, Kaduna.

Distinguished Naval Career

Throughout his illustrious career, Vice Admiral Ibas held several key positions within the Nigerian Navy. As a midshipman, he served on vessels such as NNS Ruwan Yaro, NNS Obuma, and NNS Aradu. He later became the executive officer of ships including NNS Siri, NNS Ekun, and NNS Ambe between 1993 and 1996. His leadership roles extended to commanding the Nigerian Navy Underwater Warfare School and the Forward Operating Base in Ibaka.

His staff appointments were equally notable. Ibas served as a directing staff at the Armed Forces Command and Staff College, Jaji, and held positions such as Naval Provost Marshal, Principal Staff Officer to the Chief of Naval Staff, and Chief of Administration at the Naval Headquarters. He also served as the Flag Officer Commanding Western Naval Command and was appointed the 22nd Chief of the Naval Staff on July 13, 2015, a position he held until his retirement in January 2021.

Post-Retirement and Diplomatic Engagements

Following his retirement from active military service, Ibas continued to contribute to national development. He was appointed as the Nigerian High Commissioner to Ghana, reflecting the nation’s trust in his diplomatic and leadership abilities.

Assumption of Office as Rivers State Administrator

In light of the political impasse in Rivers State, President Tinubu’s declaration of a state of emergency led to the appointment of Vice Admiral Ibas as the Sole Administrator on March 18, 2025.
