Reps Release Certified Tax Acts After Claims of Gazette Discrepancies

The House of Representatives has released certified copies of the four tax reform Acts recently signed into law by President Bola Tinubu, following widespread concerns over alleged discrepancies and the circulation of unauthorised versions.

The disclosure was made on Saturday in a statement by the House spokesperson, Akin Rotimi, who said the Speaker, Tajudeen Abbas, ordered the immediate release of the Certified True Copies (CTCs), including the endorsement and assent pages signed by the president.

According to Rotimi, the decision—taken in consultation with Senate President Godswill Akpabio—was prompted by allegations that versions of the tax laws in circulation differed from those passed by the National Assembly and assented to by the president.

The issue was first raised on the House floor by Abdulsamad Dasuki (PDP, Sokoto), who warned that inconsistencies between the passed Bills and the gazetted versions could erode legislative integrity and public trust in the law-making process.

His concerns sparked intense debates within and beyond the National Assembly, with lawyers, tax professionals and civil society groups calling for clarification and a suspension of the laws’ implementation.

In response, Abbas set up a seven-member ad hoc committee chaired by Aliyu Betara, with Idris Wase, Sada Soli, Adedeji Faleke, Igariwey Iduma, Fred Agbedi and Babajimi Benson as members. The committee is tasked with probing the alleged alterations, how unauthorised versions emerged, and how similar issues can be prevented in the future.

The Speaker also ordered an internal verification of the Acts and approved the public release of the certified versions to dispel doubts, restore clarity and safeguard the integrity of the legislative record.

The four laws released are the Nigeria Tax Act, 2025; the Nigeria Tax Administration Act, 2025; the National Revenue Service (Establishment) Act, 2025; and the Joint Revenue Board (Establishment) Act, 2025.

The House described the Acts as central to Nigeria’s modern tax reform agenda, aimed at improving revenue administration, boosting compliance, reducing inefficiencies, eliminating duplication and strengthening fiscal coordination across the federation.

Rotimi said the Speaker provided firm leadership throughout the reform process, from stakeholder consultations and committee reviews to clause-by-clause consideration and robust plenary debates, ensuring the laws were inclusive and evidence-based.

Reassuring the public, he stressed that the National Assembly operates on clear records and procedures, noting that every Bill and Act follows a traceable constitutional process.

He added that the only valid and authoritative versions of the tax laws are the certified copies released by the National Assembly, urging Nigerians to ignore any other versions in circulation.
