UK Shuts Door on Overseas Caregiver Recruitment in Sweeping Immigration Overhaul

London, UK – The United Kingdom has announced a landmark overhaul of its immigration system, unveiling sweeping reforms that will officially end overseas recruitment of social care workers starting July 22, 2025.

The changes, described as a “complete reset” of immigration policy, were presented to Parliament on Wednesday by Home Secretary Yvette Cooper. The new system aims to cut net migration, reduce dependence on low-paid foreign labour, and bolster domestic skills development.

“We are delivering a complete reset of our immigration system to restore proper control and order,” Cooper said during the parliamentary session. “The previous government allowed net migration to quadruple in just four years. That’s no longer sustainable.”

Key Policy Shifts

One of the most consequential updates is the closure of the overseas visa route for caregivers. Effective from July 22, no new visa applications will be accepted from outside the UK for social care roles.

However, migrant care workers already in the UK will be permitted to switch visa categories internally until July 2028, offering a transitional buffer for those currently contributing to the care sector.

Additionally, the government is raising both salary and qualification thresholds for skilled worker visas. Most new applicants will now be required to possess a bachelor’s degree or equivalent, although existing permit holders are exempt from this stipulation.

“The salary requirements for work visas are being updated in line with the latest ONS data,” said Seema Malhotra, UK Minister for Migration and Citizenship. She confirmed that the Migration Advisory Committee (MAC) will be tasked with reviewing the new bands and related exemptions.

Shortage Occupation List Slashed

The reforms also introduce a significant reduction in the Shortage Occupation List (SOL)—a key pathway for expedited work visas for high-demand jobs. Over 100 roles, including chefs, plasterers, and several trades, will be removed from the list.

A new, smaller list of “critical” roles will remain temporarily, but the incentives previously offered—such as discounted visa fees and the ability to bring dependents—will be withdrawn.

The MAC will conduct another review to determine whether any roles should remain on this trimmed-down list beyond 2026, with the government signalling a shift towards in-country workforce development.

“These new rules mark stronger controls on migration and send a clear signal that our focus is now on investing in skills and training here in the UK,” said Cooper.

Combating Exploitation and Abuse

Officials said the reforms also aim to tackle abuse in the care visa system and curb worker exploitation, while reducing the country’s overall dependence on lower-skilled migration.

The Home Office added that the overhaul was necessary to ensure labour market integrity and promote a more sustainable immigration model.

The impact of this sweeping reform is expected to ripple across the healthcare and social care sectors, with providers likely to face staffing shortages unless domestic training and hiring pipelines are rapidly strengthened.
