After 16 Years, FG and ASUU Finally Seal New Deal as Lecturers Get 40% Pay Boost

After years of stalled talks, broken promises and countless strikes that disrupted academic calendars, the Federal Government and the Academic Staff Union of Universities (ASUU) have finally reached common ground.

On Wednesday, both sides signed and unveiled the renegotiated 2009 agreement at the Tertiary Education Trust Fund (TETFund) auditorium in Abuja, a moment many described as a long-awaited breakthrough for Nigeria’s troubled university system.

The deal, reached in December 2025—16 years after the last agreement—comes with a major incentive for lecturers: a 40 per cent salary review aimed at boosting morale, improving teaching and research, and slowing the steady flow of academics leaving the country. The new pay structure will take effect from January 1, 2026.

Speaking at the ceremony, Minister of Education, Dr Olatunji Alausa, assured lecturers and students that the government is ready to turn the page on endless disputes.

“This agreement marks a new beginning,” he said. “It brings stability to our universities, restores dignity to our lecturers and gives students and parents the assurance of predictable academic calendars.”

Alausa explained that the salary review, approved by the National Salaries, Incomes and Wages Commission, will be implemented through the Consolidated University Academic Staff Salary (CONUASS) alongside a strengthened Consolidated Academic Tools Allowance (CATA). These tools cover essentials such as research publications, conferences, internet access, books and professional memberships—resources many lecturers have long paid for out of pocket.

Beyond salaries, the agreement also restructures nine earned academic allowances, clearly linking them to duties such as postgraduate supervision, fieldwork, clinical responsibilities and examination roles, in a move the government says will promote fairness and accountability.

In a significant first, the Federal Government also approved a new Professorial Cadre Allowance for senior academics. Under the policy, full-time professors will receive ₦140,000 monthly, while readers will earn ₦70,000. According to Alausa, the allowance is meant to ease the heavy research and administrative burden shouldered by senior scholars and help them focus on mentoring and innovation.

Minister of State for Education, Prof. Suwaiba Said Ahmed, described the agreement as more than a policy document, calling it a renewed promise between the government and the academic community.

“This is about trust,” she said. “It is about choosing collaboration over confrontation and putting the Nigerian child at the centre of our decisions.”

ASUU President, Prof. Chris Piwuna, welcomed the agreement and praised the education ministry and the renegotiation committee chaired by Yayale Ahmed for seeing the talks through. He noted that the committee was set up in October 2024 and concluded its work after more than a year of negotiations.

However, Piwuna cautioned that signing the agreement is only the first step. He warned the government against delays in implementation and urged authorities not to allow the situation to deteriorate to the point where another strike notice becomes necessary.

He also turned the spotlight on university managements, accusing some vice-chancellors of mismanaging funds meant to improve campuses and staff welfare. According to him, ASUU will now push for stronger accountability from governing councils to ensure that resources won through years of struggle are used responsibly.

For many lecturers, students and parents, the agreement raises fresh hope that Nigeria’s universities may finally enjoy the stability needed to thrive—if the promises made this week are kept.
