The Federal Executive Council (FEC) has approved a ₦4.8 billion budget for the purchase of 150,000 HIV treatment packs, reinforcing the nation’s commitment to ensuring uninterrupted medical care for people living with the virus.
This resolution, which was disclosed following the FEC meeting on Monday, is a key component of the Nigerian government’s broader strategy to enhance domestic funding for HIV treatment. The move is particularly significant as concerns grow over the possible effects of recent changes in United States (US) policies on the President’s Emergency Plan for AIDS Relief (PEPFAR)—a primary source of financial support for HIV treatment in Nigeria.
While addressing the approval, Coordinating Minister of Health and Social Welfare, Muhammad Pate, underscored the necessity of maintaining efforts to combat HIV, particularly in the face of evolving international donor funding.
Mr. Pate acknowledged the crucial role played by global partners in supporting Nigeria’s HIV treatment programs over the years. However, he highlighted that the federal government is now making deliberate investments to provide life-saving treatment for People Living with HIV (PLHIV) within the country.
“This is an important signal that the federal government is committed to ensuring that life-saving treatments remain accessible, despite the changing dynamics in external support,” Mr. Pate stated.
For decades, Nigeria’s HIV/AIDS response has been heavily reliant on foreign donors, particularly PEPFAR, which has contributed billions of dollars in financial aid. PEPFAR supports over 20.6 million individuals globally with HIV treatment, making it one of the most significant international health initiatives.
However, Nigeria’s access to these funds has been uncertain due to a temporary suspension of PEPFAR funding. This was caused by an executive order issued by former US President Donald Trump, which halted numerous foreign assistance programs, placing millions of lives at risk.
Fortunately, US Secretary of State Marco Rubio recently issued an “emergency humanitarian waiver”, permitting PEPFAR to resume operations in 55 countries, including Nigeria. This waiver has alleviated immediate concerns, but uncertainties remain regarding the long-term sustainability of donor-funded HIV programs.
In response to these financial uncertainties, Mr. Pate reassured Nigerians that the government is actively developing a transition and sustainability plan to manage potential funding gaps.
Mr. Pate also revealed that the FEC deliberated on the consequences of US policy shifts on Nigeria’s broader health programs, particularly those focused on HIV, tuberculosis, and malaria.
“In light of the US government’s ongoing 90-day review of its development assistance policies, we have set up a committee comprising the Ministry of Finance, Ministry of Health, Ministry of Defense, Ministry of Environment, and the Governors’ Forum to develop a transition and sustainability plan,” he explained.
“This is to ensure that Nigerians receiving treatment do not face disruptions.”
The committee has been tasked with evaluating the impact of these policy changes and designing long-term strategies to guarantee the continuity of essential health programs.
Mr. Pate further acknowledged the invaluable contributions made by the US government over the past two decades. However, he stressed that Nigeria must take steps toward reducing its dependence on external funding sources.
“While we greatly appreciate the contributions of the US government over the last 20 years and look forward to continued collaboration, Nigeria under President Bola Tinubu is focused on transforming the health sector through national systems and domestic financing,” he emphasized.
The ultimate objective, he noted, is to ensure that no patient currently receiving HIV treatment is left without care as Nigeria strengthens its healthcare system and shifts towards self-sufficiency in funding critical medical programs.
